Government Of Sindh Issues Official Notification Waiving Seller Biometric Requirement On All Vehicle Ownership Transfers Across The Province
If you have been waiting to transfer a vehicle in Sindh because the seller is unavailable, abroad or simply uncooperative, your wait is over, at least for now.
According to PakWheels, The Sindh Excise, Taxation and Narcotics Control Department under the Government of Sindh has officially exempted mandatory NADRA biometric verification for vehicle ownership transfers, following directives from Sindh Excise Minister Mukesh Kumar Chawla.
The notification was issued on May 6, 2026, and allows vehicle buyers to complete transfer cases without the seller’s mandatory biometric verification during the exemption period, which runs until June 30, 2026.
The move directly addresses one of the most common pain points in Pakistan’s used vehicle market. Citizens have repeatedly reported difficulties completing transfers due to biometric verification bottlenecks, particularly when sellers are unavailable, uncooperative or residing outside the province.
The Sindh Excise, Taxation and Narcotics Control Department under the Government of Sindh has directed all relevant authorities across the province to implement the decision without exception.
Once the exemption expires, both buyer and seller will be required to undergo biometric verification at NADRA or e-Sahulat centres before any transfer can begin.
