S.R.O. 1320(I)/2026 Issued August 7 Inserts New Proviso Into Regulation 4 Exempting Small-Scale Solar Prosumers From Seeking NEPRA Concurrence. DISCOs Now Directly Process Applications For Systems Up To 25 Kilowatts
According to Business Recorder, the National Electric Power Regulatory Authority has amended its Prosumer Regulations, 2026, to simplify rooftop solar approvals for small-scale consumers; exempting solar photovoltaic systems of 25 kilowatts or below from requiring NEPRA concurrence and allowing the relevant Distribution Company to grant approval directly.
Issued under S.R.O. 1320(I)/2026 on August 7, 2026, the amendments exercise powers under Section 47 of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997. The key change inserts a new proviso in Regulation 4 formally declaring small-scale prosumers exempt from the authority’s concurrence. Additional changes add the words “or approval” alongside “concurrence” in relevant provisions, expanding the DISCOs’ direct processing role.
Further amendments in sub-regulation (4) of Regulation 4 align terminology with the revised mechanism, while changes in the Distributed Generation Interconnection Agreement in Schedule-I introduce the condition “if applicable,” adding flexibility in implementation
The changes are expected to reduce administrative bottlenecks, accelerate deployment of rooftop solar systems and promote distributed generation across the country.
