According to Space.com, a new report published by the American Foreign Policy Council warns that electromagnetic mass drivers; the lunar catapults SpaceX and others are planning to launch AI satellites cheaply from the Moon carry an equally powerful military capability. Written by cislunar security analyst Andre Sonntag, the report describes them as a potential “unassailable, undetectable first-strike platform.”
The concept is not new. Physicist Gerard O’Neill proposed lunar mass drivers in the 1970s for launching mined ore into space. SpaceX CEO Elon Musk revived the idea in February, proposing a colossal lunar catapult to churn out thousands of xAI data centre satellites annually. Chinese researchers have separately proposed operating similar systems at roughly 10% of conventional rocket costs.
The dual-use problem is structural. A mass driver capable of launching peaceful satellites is also a large electrically-driven cannon. Weaponised payloads could fall into three categories: kinetic energy impactors designed to slam into targets at high speed; satellite and anti-satellite weapons to disrupt or destroy spacecraft; and nuclear reentry vehicles delivering warheads from space.
The UN Outer Space Treaty prohibits military moon installations, but a nominally civilian mass driver is nearly impossible to distinguish from a military one. Sonntag recommends the US act first.
