Internal Microsoft Documents Obtained By 404 Media Reveal That The Company’s Strategy For Its New Scout AI Assistant Is Explicitly To “Make People Addicted” Before Rolling Out Additional Functionality

According to 404 Media by Jason Koebler and Emanuel Maiberg, an internal Microsoft strategy document labelled “ClawPilot: Overview and Plan with Project Lobster” explicitly lists “Make people addicted” as Phase 1 of the launch plan for Scout; the AI personal assistant Microsoft officially announced on June 2 as an “always-on personal agent” integrated into Microsoft 365.

The document states: “Continue shipping the standalone ClawPilot experience. Pilot the UX, grow the user base, and build the skill and tool ecosystem that makes people depend on it daily.

This is already happening organically.” Scout is built on OpenClaw, the viral open-source AI agent tool, and can manage calendars, triage inboxes, file expenses, and run workflows on a user’s desktop even when they are not watching. More than 1,000 employees, including CEO Satya Nadella, have been using the internal pilot.

A Microsoft employee told 404 Media the language was “very troubling,” calling it one of those “saying the quiet part out loud moments.” Another employee reflected: “Isn’t the end goal of all software made by all major technology companies to be addicting?” When 404 Media asked for comment, Microsoft sent a blog post announcing Scout.
